Zamora <br />Community Development Director <br />SUBJECT: Prioritization and Funding of Community Development <br />Block Grant (CDBG) Projects for Fiscal Year 1997-98 <br />DATE: <br />February 10, 1997 <br />BACKGROUND: <br />On December 3, 1996, the City Council approved the submittal of 21 Community <br />Development Block Grant (CDBG) Pro1ect Applications to the San Bernardino County <br />Economic and Community Development (ECD) Department for eligibility and <br />qualification review for the Fiscal Year 1997-98. Subsequently, additional CDBG <br />applications were submitted directly to the County ECD Department from various <br />agencies, requesting funds from the City of Colton CDBG Entitlement Allocation. 20 of <br />the applications submitted by the City were found to be eligible for CDBG funding. An <br />additional 23 applications that qualified were submitted from the various other <br />agencies, for a total of 43 eligible applications. <br />Attachment "A" contains a "Listing of the 43 CDBG projects eligible for funding <br />consideration, as determined by the ECD Department. The List contains the name of the <br />proponent (project sponsor), project description, total CDBG allocation requested, and <br />the amount of Colton CDBG funds being requested. Also included are brief comments <br />from ECD staff. <br />The County has informed the City that the 1997-98 CDBG allocation for Colton is <br />$368,000. Existing CDBG restrictions will continue to apply for the new fiscal year, <br />which includes the funding for Public Service Projects to 15% of the total allocation. <br />The City of Colton's Public Service limit is $55,200. <br />DISCUSSION/ANALYSIS: <br />27 of the projects submitted for CDBG funding consideration are Public Service <br />Programs. Some of the project proposals appear to duplicate services already being <br />provided by existing public and private agencies, or in some cases by an existing City <br />program. <br />Staff is very supportive of the various Capital Improvement Projects submitted for <br />consideration. At prior community meetings held in the City, "brick and mortar" <br />improvements, which include street, sidewalks, curbs, and gutter projects, were <br />strongly supported and recommended for funding by residents of Colton. <br />Item No. 21 <br />
