r
CITY OF COLTON
AGENDA REPORT
For City Council Meeting of January 21, 1997
TO: HONORABLE MAYOR & CITY COUNCIL
APPROVAL: Malik Dantala Freeman, City Manager
FROM: Gracie Fernandez Harmon, Personnel D
SUBJECT: Award of Contract for Classification and Compensation Study to L. B.
Hayhurst & Associates in the amount of $34,500
DATE: January 13, 1997
BACKGROUND: A request for proposal for conducting a classification and compensation
study was prepared in October 1996. We received six proposals ranging in cost from $29,000 to
$62,080.
DISCUSSION/ANALYSIS: The City has 350 authorized full-time positions in 151 different
classifications. Some job descriptions were written in the 1970's and 1980's and are very
outdated. More recent job descriptions written in the 1990's are also outdated due to
reorganization of many departments. Additionally, positions required to possess state
certifications and licenses do not have accurate job descriptions.
Last year, while attempting to comply with federal regulations requiring drug/alcohol testing for
positions required to possess a Class A or B license, we encountered a major obstacle because
there is no consistency in classifications in the Public Works Department. Rather than develop a
policy that included or excluded classifications, as we did in the Electric Department, we had to
include or exclude individual positions.
The ADA was signed into law on July 26, 1990 and became effective July 26, 1992. The job
descriptions have not been updated to identify essential functions for each classification.
Due in part to the City's administrative policy on reclassification requests, many classifications
.are highly specialized and technical that should probably be more general in nature due to the
size of the organization and individual departments. Many supervisors do not have the flexibility
to assign or cross -train their employees.
FINANCIAL IMPACT: Cost of $34,500 to be paid from salary savings in the self insurance
fund. Budgetary adjustments will be made at the mid -year budget review.
RECOMMENDATION: That City Council authorize award of contract to L. B. Hayhurst &
Associates for completion of a Classification and Compensation Study.
Agenda\class&comp study.doc
Item No. 8
