_._.. ...._ _. <br />HIST4RY OF GIS AND THE CITY OF COLTON <br />The City of Coiton Elec#ric Department started evaluating the feasibility of GIS <br />Implementation in 1993. The departrnent hired UGC Consultinq in Augus# 1994 to <br />perform a study an GtS. In April 1995, a dc�cument entitled *"GIS Needs <br />anatysislStrategic fmplernentation Plan" was delivered to the Elec#ric Departrnent. The <br />document covered all aspec#s o# GIS Implementation, including suggested hardware, <br />soffinrare, personne! -requirements, approximate project casts, and a generic tfinetine. <br />The $17,585,000 band that was issued in October 1995 lists GIS as a part of the <br />capital impravement prograrn included in fhe bond. The total amoun# allocated to GIS, <br />over a five-year period was $850,000. <br />One of fhe major costs o# any GIS Implementatian project is the cost of da#a <br />conversion. Re#erring to the UGC document, Table 3-1 an page 3-8, it has been <br />recreated below to show the expected conversian costs estimated. <br />CITY �F COLT4N GIS DATA CONVERSI4N COST ESTIMATES <br />The cost of GIS data conversic�n has remained fairly static over the last #ew years. The <br />major portian of data conversion is labor �ntensive. There has not been any rnajor <br />breakthroughs in rnetht�dology of data conversian since this document was prepared. <br />However, the cost of hardware and saftware procurement has significantly been <br />reduced, due to inGreased capability per dallar for hardware and inereased competitian <br />for saffiware market share. Tfie estimated hardwarelsoftware cost estirnates as listed in <br />the IJCC document in T�ble �3 �or a three year tota� was $585,OOQ. This cost has <br />been dramatically red��ed, thanks to technology. <br />Another s#ep in the G�S lmp:lementa#ion proc�ss is Application Developrnent. This is a <br />process that is again a!f labor intensive, however, more Qxpensive labor, beca�ase i# <br />requires p�ogrammerfanalysfi skills. The UGC estimate for this part of the process ouer <br />a three-year period was $362,�Q0. <br />Th� to#al estimated c�mulative cost over a three-year period for full implemer�tation <br />of GIS was Gsted ta be $1,353,534, as sta#ed in Table 3-'!O on page 3-27 of the UGC <br />docurnent, This includes the cost o-f hardware purchase, softvvare purchase, <br />hardw�re/software mainte�tance, communications, internal and external irnp�ernenta#ion <br />teams, canvers'ror� c�sts, traxning, application/interface developmen# and consulting and <br />p�oject sWpport. Uur actual tota{ cos#s wi�l be significan#ty lower.
