R-70-97 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON OPPOSING RECALL PETITIONS CIRCULATED <br />WITHOUT NST CAUSE <br />WHEREAS, historically, recall movements have been common against various members <br />of the City Council who choose to vote in accord with their personal beliefs and consciences <br />rather than to cater to special interest groups in the community; and <br />WHEREAS, recall of councilmembers is an extreme measure that should be reserved <br />for situations where serious wrongdoing has occurred and should not be used to allow a small <br />minority of voters to create constant turn -over in the City Council for the benefit of only a few <br />individuals seeking political advantage or position within the City; and <br />WHEREAS, due in part to the district election process, recall movements are relatively <br />easy to mount against district incumbents due to the small number of registered voters in each I <br />district; and <br />WHEREAS, in the usual case, a recall movement that results in the calling of a special � <br />election generates only limited public interest with significantly fewer voters actually casting <br />ballots in the election, thereby unduly skewing the election results to the benefit of a few <br />residents over the expressed determination of voters voting in a general municipal election; and <br />Item # 20 <br />
