DEFINITION: <br />Under general supervision, assists the City Attorney in the preparation of legal documents, <br />correspondence, research, analysis, hearing and trial preparation, tracking of legal cases; perform <br />senior administrative level work in the administration of City franchises and long-term service <br />contracts; performs related duties as required. <br />DISTINGUISHING CHARACTERISTICS: <br />This class is assigned to the office of the City Attorney and is characterized by responsibility to <br />provide a varied range of paraprofessional legal assistance to the City Attorney. Work performed <br />is under the direction and review of the City Attorney. <br />ESSENTIAL FUNCTIONS: (include but are not limited to the following) <br />• Maintenance of legal calendar for all pending litigation matters, including general liability <br />matters; responsible for management of City Attorney files and records. <br />• Preparation of documents and correspondence, including limited research and analysis. <br />• Establish a system for monitoring Code Enforcement actions and pending matters to assure <br />full coverage by the City Attorney on an as -needed basis. <br />• Finalization of ordinances and resolutions in City format. <br />• Maintenance of systems in the City Attorney's office to assure full confidentiality of all work <br />product and pending matters; coordination of work requests from the City Council and City <br />departments and establishment of calendar system for such requests; monitoring and <br />processing of outside legal services billings, preparation of quarterly reports of legal costs <br />and allocation of City Attorney and outside counsel time; management of all time records <br />and accounts on a matter -by -matter basis. <br />• Organizes, controls and prepares exhibits based on factual research; may review and <br />summarize depositions and other legal documents. <br />• Researches authorities and pertinent cases on specific points of law; analyzes elements of <br />case with attorney to identify legal questions. <br />• Performs case status monitoring; files updates to West's Annotated Codes; prepares agenda <br />reports; follows up on agenda items or other matters with department directors, City <br />Manager, and others as directed. <br />• Provide assurance that each contractor or franchise holder is in compliance with the specified <br />terms and conditions of the contract including meeting service standards established by the <br />contract. <br />• Ascertain that Contractors, permittees, and franchisees pay all franchise fees, permit fees and <br />other costs of doing business fees as they may apply to the City of Colton in accordance with <br />applicable schedules. <br />• Serve as liaison between City contractors and city residents in the resolution of complaints <br />and assist in coordinating contractors in providing and delivering public education programs <br />to the community, where necessary. <br />
