PERSONNEL ANALYST I/II <br />Page 2 of 3 <br />• Administers employee benefit programs and the Affirmative Action program. <br />• Provides administrative staff support in the labor negotiations process; participates in the <br />administration of labor agreements, grievances and disciplinary actions proceedings. <br />• Conducts studies, analyses and research on a broad range of personnel assignments; <br />completes a variety of surveys and reports. <br />• Analyzes legislation and regulations to determine the effect on City personnel programs. <br />• Identifies and coordinates training and career development opportunities. <br />• When assigned, serves as representative, attends conferences, meetings, or public functions; <br />may lead or participate in discussions regarding personnel or benefits issues. <br />• Interprets personnel policies and procedures; responds to requests for information and <br />assistance from employees, elected officials, management, outside agencies, bargaining units <br />and the public. <br />• May act in the absence of the Personnel Director. <br />• Performs other related duties as required. <br />WORKING CONDITIONS: <br />Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, <br />bending, squatting, and stooping in the performance of daily activities. The position also <br />requires grasping, repetitive hand movement, and fine coordination in preparing statistical <br />reports and data using a computer key board. Additionally, the position requires near vision in <br />reading correspondence, statistical data and using a computer, and acute hearing is required when <br />providing phone service and communicating in person. <br />QUALIFICATIONS: <br />Education and/or Experience• <br />Personnel Analyst I: Bachelor's degree in Public Administration, Personnel <br />Administration, Business Administration or a closely related field; and two years <br />experience working in a public personnel department. Experience may be substituted for <br />education on a year for year basis, up to one year. <br />Personnel Analyst II: Bachelor's degree in Public Administration, Personnel <br />Administration, Business Administration or a closely related field; and four years <br />experience at a professional or management level in the administration of personnel <br />programs, including at least two years in a supervisory capacity.
