City Council Meeting of June 3, 1997 <br />Reprogramming of CDBG Funds <br />Page 2 <br />existing rehabilitation loan programs, it was ECD's opinion, with staff <br />concurrence, that City residents would be better served by utilizing the County <br />programs, and that the City should reprogram the funds to other CDBG eligible <br />activities. <br />On March 4, 1997, the Honorable Jerry Eaves, Fifth District Supervisor, and <br />Julie Rynerson-Hemphill, ECD Housing Development Division Director, <br />presented information to the City Council on the various County housing <br />improvement loan programs. They encouraged City low income home owners to <br />take advantage of the deferred and low interest loans available for housing <br />rehabilitation. <br />Staff recommends that the activity, "Housing Rehabilitation Loan Program" be <br />aborted, and the $56,797 be reprogrammed to the following CDBG projects: <br />1. $4,300 to "Alley Improvements -between "G" and "H" Streets, from 11t`' to 12th <br />Streets." <br />2. $18,064 to "Street Improvements -Laurel, Pennsylvania, and Olive Streets." <br />3. $34,433 to "Colton Contingency Account." <br />ALTERNATIVES: <br />1. Do not support the reprogramming, and request staff to develop criteria for a <br />City operated housing rehabilitation loan fund program. <br />2. Reprogram all of the $56,797 into the City's Contingency Account for future <br />reprogramming action. <br />FINANCIAL IMPACT: <br />There is no financial impact to the city. However, the $56,797 of CDBG funds <br />from Fiscal Year 1996-97 should be utilized, as soon as possible.
