R-45-97 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />CLOSING THE COMMUNITY DEVELOPMENT BLOCK GRANT <br />PROJECT, "HOME REHABILITATION LOAN PROGRAM" AND <br />AUTHORIZING THE RE -PROGRAMMING OF $56,797 OF <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS TO THE <br />ACTIVITIES, "ALLEY IMPROVEMENTS - BETWEEN "G" AND "H" <br />FROM 11TH TO 12TH STREETS - $4,300," "STREET <br />IMPROVEMENTS - LAUREL, PENNSYLVANIA, AND OLIVE, <br />$18,064," AND " COLTON CONTINGENCY ACCOUNT, $34,433." <br />WHEREAS, the City Council of the City of Colton has determined that <br />the Community Development Block Grant (CDBG) project, "Home <br />Rehabilitation Loan Program" would duplicate existing County of San <br />Bernardino home rehabilitation loan programs; and <br />WHEREAS, the County's home rehabilitation loan programs are <br />designed to provide deferred and low interest loans to City homeowners to <br />address blighted, unsafe and unhealthy conditions in the City's <br />neighborhoods and will principally benefit low and moderate income <br />residents; and <br />WHEREAS, the City Council of the City of Colton wishes to allocate <br />Community Development Block Grant funds to two Community Development <br />Block Grant eligible activities that require funding in order to proceed. <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council of the <br />City of Colton approves the closing of the project "Home Rehabilitation Loan <br />Program" and authorizes the re -programming of Community Development <br />Block Grant funds in the following manner: <br />1. Colton Housing Rehabilitation Matching Program <br />(transfer from) $56,797 <br />2. Colton Improvements to Laurel, Pennsylvania and <br />Olive Streets (transfer to) $18,064 <br />
