Applicants must target youth under the age of 19 who are involved or at - <br />risk of being involved in a gang. <br />For the purpose of this RFP, mentoring is defined as a structured <br />relationship where the mentor is a positive role model and provides <br />guidance and leadership to the mentee. This relationship must continue on <br />a consistent basis for an extended period of time and can be between an <br />adult mentor and a youth, team mentoring i.e., more than one adult and <br />more than one youth, or older to younger youth. Older to younger youth is <br />defined as juniors or seniors in high school mentoring youth at lower grade <br />levels. Group recreational mentoring activities may be used as an adjunct <br />to the team mentoring concept. However, the use of these funds to develop, <br />support, or sustain an organized program- involving youth in sports is not <br />the intent of this RFP. <br />Funded projects implementing new MPs will be required to sign a MP <br />Assurance Form. This form certifies that the applicant has made an effort <br />to collaborate with existing MPs in the target area, and that the existing <br />agency does not address the specific needs included in the new MP. <br />Applicants are required to conduct a screening/background assessment of all <br />potential mentors prior to their participation in the program. <br />Documentation of this process must be retained on site for OCJPs review <br />and verification during site/monitoring visits. Selected projects will be <br />required to sign an assurance form, verifying that a screening/background <br />procedure is in place. <br />The State Anti -Gang Coordinating Committee's (SAGCC) gang identification <br />criteria will be the standard used to identify youth involved or at -risk of <br />being involved in a gang. The SAGCC gang definitions are located at the <br />end of the Programmatic Section of the RFP. Pursuant to SAGCC, an <br />individual is identified as a gang member based on the following criteria: <br />1. Admits gang membership or association. <br />2. Is observed to associate, on a regular basis, with known gang <br />members. <br />3. Has tatoos indicating gang membership. <br />4. Wears gang clothing, symbols, etc., to identify with a specific <br />gang. <br />5. Is in a photograph with known gang members and/or using <br />gang -related hand signs. <br />6. Name is on a gang document, hit list, or gang -related graffiti. <br />7. Is identified as a gang member by a reliable source. <br />8. Arrested in the company of identified gang members or <br />associates. <br />F, <br />
