Vega, Finance Director �. <br />SUBJECT: Resolution Amending 1994-95 Appropriation Limit Calculation <br />DATE: June 10, 1997 <br />BACKGROUND: <br />On November 6, 1979, the voters of California added Article XIII -13 to the State Constitution placing <br />various limitations on the appropriations of state and local governments. Each year the City must <br />calculate its annual limit by adjusting the previous year's limit by changes in the cost of living and <br />population. <br />DISCUSSION/ANALYSIS: <br />The City's appropriation limit for fiscal year 1994-95 was calculated to be $24,956,240. The County <br />population factor was used in the calculation. However, the City population factor should have been <br />utilized since it was in the best interest for Colton. Using the City factor the 1994/95 limit calculation is <br />$25,434,192. <br />ALTERNATIVES: <br />None. <br />FINANCIAL IMPACT: <br />None. <br />ENVIRONMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />In order to comply with Article XIII -13 of the State Constitution, staff recommends that the City Council <br />approve the amended calculation utilizing the City factor for the 1994-95 annual appropriations limit (as <br />set forth in attached Schedule A) by adopting Resolution R-96. <br />Attachments <br />Item.
