If any provisions of this Ordinance or application <br />thereof to any person or circumstances is held invalid, this invalidity shall not <br />affect other applications of this Ordinance which can be given effect without <br />the invalid provision or applications, and to this end, the provisions of this <br />Ordinance are declared to be severable. This Ordinance shall be liberally <br />construed to achieve the purposes of this Ordinance and to preserve its <br />validity. <br />SECTION 4. The City Clerk shall certify to the passage of this <br />Ordinance and cause same or a summary thereof to be published within <br />fifteen (15) days after its adoption in a newspaper of general circulation, <br />printed and published in Colton, California and the Ordinance shall take <br />effect thirty (30) days after its enactment in accordance with the provisions <br />of California law. <br />PASSED, APPROVED and ADOPTED this 1st day of July, 1997. <br />ATTEST: <br />CAROLINA BARRERA <br />City Clerk <br />KARL E.
