LaCadena Drive <br />Colton, CA 92324 <br />Dear Councilwoman Be, <br />The purpose of this letter is to update the members of the ad hoc group who accompanied me to <br />Washington, D.C. in late February and other friends interested in San Timoteo Creek concerning <br />the assessments and the greenway. At the conclusion of the Washington, D.C. meetings, the ad <br />hoc group met and discussed what we had learned and focused on what needed to be done next. <br />It was the conseMtus of that group that the assessment matter was being advanced properly in <br />order to seek relief for property owners from the extremely high assessments with which they <br />were faced. There was also a strong consensus that the greenway project was very feasible <br />provided funding could be found and that the possibilities for public benefit in terms of water <br />conservation, recreation and environmental protection were compelling. <br />The ad hoc group agreed that the first order of business was to ascertain whether the proposed <br />debris basins could be relocated from upstream of San Timoteo Canyon Road, in Redlands, to <br />between an area upstream of Barton Road in Bryn Mawr and downstream of San Timoteo <br />Canyon Road. <br />The second priority was to split Reach 3 at Barton Road to permit the project to proceed through <br />Bryn Mawr, in accordance with that local community's expressed opinion;. while allowing additional <br />time to develop plans for the greenway upstream from Barton Road and to seek funding for <br />whatever additional costs that might necessitate. <br />I called a meeting of our Washington, D.C. group at my office on May 2, 1997, for the purpose of <br />orally reporting to you my efforts to carry out the above. As I reported to you at that meeting, I <br />have proceeded on each of these items. <br />The County Flood Control District has contracted with Tettemer & Associates to explore two <br />alternatives to the Army Corp's debris basin location and plan. You received on May 2, copies of <br />the concepts that are being explored. As I explained, the Tettemer debris basin draft study is <br />expected on May 28, 1997. You will be notified when the study has been received. <br />Concerning splitting Reach 3 into Reach 3A and 3B, 1 presented a"request to do that to the Board <br />of Supervisors last month, together with directions to proceed with the project in Reach 3A, which <br />was approved.
