And �ough ti3e S CAQMD projecis meeting current �ederal clean air s�andards b_y <br />2Q10, t}ie Siate's more stringent clean air standards are not expected to be reached until afiert}iat <br />daie. <br />, As tfie region adopted and implemented the tradiiional re�uIaiorti� and iechnology-forcing air <br />quality siraiegies, innovative transportaiion dzmand management measures (commnter-based <br />ruies, tElecommvtin�, eic.) �,�ere developed to help meei air qualitv objectives, as u�ell as to <br />maintain regional mobility under ne«� nscal constraints. Some of these measures have be�n <br />implemeni�d, �vith various de�rees of success. Yet, the straiegy be3ieved bv some to be thz most <br />, effective--compr�hensi�•e market-based tiar�sportation pricing (inc]udin� congesiion pricin� and <br />eznissions fa�s}-has, until recently, remained untesied in any si�nificant regional appiication. <br />�Iarket-ba�� transporta�tion pricing (aiso caIled "nser fees" or "mazket inrentives"� 1llfjllEfiCCS <br />trav�l bei�avior by chaz�ing motorists accorrlin� to vehicle usa.�e.
