R 15 -97 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, AFFIRMING SUPPORT OF THE SOUTHERN <br />CALIFORNIA ASSOCIATION OF GOVERNMENTS (SLAG) <br />GENERAL ASSEMBLY RELATING TO A STATE LICENSING <br />BUREAU FOR THOSE PERSONS CONDUCTING DOOR- <br />TO-DOOR SALES. <br />WHEREAS, a number of persons make their living in door-to-door sales; and <br />WHEREAS, door-to-door sales have receivedsome very bad publicity over the past <br />few years; and <br />WHEREAS, the bad publicity is caused by unscrupulous operators who prey on <br />both senior citizens and housewives; and <br />WHEREAS, the Southern California Association of Governments (SCAG) is on <br />record supporting a Statewide Licensing Bureau for door-to-door sales; and <br />WHEREAS, all applications should be obligated to go through a thorough <br />background check through the State, and FBI for verification of credentials; and <br />WHEREAS, once those credentials have been obtained, then the individual cities <br />would require the applicant to apply for a city license with the credentials and therefore, <br />weed out any unscrupulous individuals with a criminal history. <br />NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Colton <br />does affirm its support of the Southern California Association of Governments General <br />Assembly of a State Licensing Bureau with one application and all finger -printing and <br />clearances going through the State and the Federal government for door-to-door sales, <br />and may it be further resolved thatcitiesneed only take applications form those with <br />� ti 7 <br />Item NO. 17 <br />
