R 15 -97 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, AFFIRMING SUPPORT OF THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS (SLAG) GENERAL ASSEMBLY RELATING TO A STATE LICENSING BUREAU FOR THOSE PERSONS CONDUCTING DOOR- TO-DOOR SALES. WHEREAS, a number of persons make their living in door-to-door sales; and WHEREAS, door-to-door sales have receivedsome very bad publicity over the past few years; and WHEREAS, the bad publicity is caused by unscrupulous operators who prey on both senior citizens and housewives; and WHEREAS, the Southern California Association of Governments (SCAG) is on record supporting a Statewide Licensing Bureau for door-to-door sales; and WHEREAS, all applications should be obligated to go through a thorough background check through the State, and FBI for verification of credentials; and WHEREAS, once those credentials have been obtained, then the individual cities would require the applicant to apply for a city license with the credentials and therefore, weed out any unscrupulous individuals with a criminal history. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Colton does affirm its support of the Southern California Association of Governments General Assembly of a State Licensing Bureau with one application and all finger -printing and clearances going through the State and the Federal government for door-to-door sales, and may it be further resolved thatcitiesneed only take applications form those with � ti 7 Item NO. 17
