After considering the wording of the agenda report submitted by the City <br />Attorney, I believe that it does not fairly state the intent of the resolution. <br />2. 1 aim in agreement with the intent of the resolution, R-17-97. In this agenda <br />package, there is a block added to each agenda report for ratification of <br />personnel action. This block contains what i anticipate is required by the <br />resolution. This informational memorandum will be sent to each council <br />member when a recra)itment is prepared. <br />3. There was no consideration of seeking additional council approvals before going <br />forward with a recruitment to fill an authorized position. The intent of this <br />resolution and policy was to inform the Council that a recruitment is <br />contemplated, that funding for that position exists, and that the respective <br />department head has determined that the position is mission critical <br />4. 1 believe that the body of this resolution addresses the concerns of the Council <br />without unduly restricting staff's ability to recruit for authorized and funded <br />positions, <br />MA IK DAN FREEMAN <br />City Manager <br />650 N.
