R-17-97 <br />RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF COLTON ESTABLISHING <br />HIRING POLICY FOR FILLING VACANCIES <br />WHEREAS, the City Council believes that the economic vitality of this community is <br />of the utmost importance and that stability and security among City employees contributes <br />significantly to that vitality; and <br />WHEREAS, individuals currently employed by the City as well as those seeking <br />employment within the City should be assured that any position that they hold or accept will <br />continue to be funded in the reasonably foreseeable future; and <br />WHEREAS, until such time as the audit for the 1995-96 fiscal year is completed and <br />until a comprehensive analysis of expenditures and revenues for 1996-97 are made available to <br />the City Council, the City Council cannot properly determine staffing needs in the future; and <br />WHEREAS, any new hiring decisions made under current circumstances may commit <br />City resources to positions that may later need to be restructured for efficieny reasons and to <br />make better use of City staff and resources; and <br />WHEREAS, current City personnel are the first priority of the City Council, both for <br />retention and for salary increase considerations. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON HEREBY <br />RESOLVES AS FOLLOWS: <br />SECTION 1. All hiring of personnel not currently employed by the City of Colton and <br />filling of any vacancies that may occur in the future shall require that the affected department <br />
