H CITY OF COLTON AGENDA REPORT For Council Meeting of May 20, 1997 TO: HONORABLE MAYOR & CITY COUNCIL APPROVAL: MALIK FREEMAN, CITY MANAGER FROM: BERNIE LUNSFORD, CHIEF OF POLICE SUBJECT: APPROVAL OF CONTRACTS FOR CNI AND CLETS ACCESS DATE: APRIL 30, 1997 BACKGROUND: The San Bernardino Sheriff's Department is the sole provider of two important contracts for Criminal Justice Information Services. DISCUSSION/ANALYSIS: The first contract is our CNI access contract. This contract was initiated on July 1, 1993, contract #93-873A4, and renewed each year. The contract is for a total monthly cost of $1,576.00. There are no changes in the cost or benefit in this contract from fiscal year 1996/97. The purpose of this contract is to continue for the fourth year our access to Central Name Index file with the Sheriff's Office. This provides the police department with the ability to search the Sheriff's database for matches on local criminal history and contacts with suspects. Additionally, this system allows us to access the Jail Information System for current status of inmates and access to court dispositions on our arrestees. The second contract is our CLETS access contract. This contract is the third continuation of the contract, initiated January 1, 1994, San Bernardino County contract #94-78. This contract provides access to CLETS (California Law Enforcement Telecommunications System). This also provides us with CAD (Computer Aided Dispatch) dispatch equipment and maintenance, allowing us to access the Sheriff's CAD system and use MDT's (Mobile Data Terminal) for our police units. This contract is for a total of $1,340.80 per month. This is a reduction in cost from last year's monthly fees which were $1,381.50. The reduction in cost was due to a reduction in administration fees for the network. ALTERNATIVES None. FISCAL IMPACT: The cost for CNI is $18,912 for the year, paid in monthly installments of $1,576. The cost for CLETS is $16,089 for the year, paid in monthly installments of $1,340.
