CLARKE, UTILITY DIRECTO <br />SUBJECT: APPROVE AND ADOPT THE ATTACHED RESOLUTION ESTABLISHING A CHARGE <br />FOR ELECTRIC DATA WHICH MAY BE REQUESTED BY INDUSTRIAL <br />CUSTOMERS <br />DATE: MAY 12, 1997 <br />BACKGROUND <br />Colton Electric Utility personnel have completed installation of new electric meters for 23 of the city's_ <br />largest electric customer accounts. A total of 27 accounts will have the new meters. <br />The new electric meters enhance service in a number of ways. First, the meters can be read using <br />telephone tines, eliminating the necessity for a meter reader to go to the customer's site. Second, a <br />large quantity of electric data is recorded by the meter, including electric use in fifteen -minute intervals, <br />power quality data, and voltage levels. Third, data can be accessed via modem and downloaded into a <br />personal computer. <br />DISCUSSION/ANALYSIS <br />Colton Electric Utility customers may want data collected by the newly installed electric meters. Data <br />canoe used by customers for analyzing electric use to evaluate energy efficiency improvements. <br />For customers who wish to obtain this information, staff proposes the following administrative policies <br />1. Only customers who purchase energy from the Colton Electric Utility are eligible to receive <br />metering data on voltage levels and 15 -minute electric use profiles. <br />2. Eligible customers can purchase read-only software at cost to dial up meter(s) serving their <br />facility to obtain data on voltage levels and electric use. <br />3. Eligible customers can purchase data reports from the Colton Electric Utility at a cost of $50 <br />per report or $420 for 12 monthly reports. Such reports will include a brief narrative <br />description of data highlights prepared by Colton Electric Utility staff. <br />The Colton Utilities Commission recommended Council approval of staffs recommendation at their <br />February, 1997 meeting.
