CITY OF COLTON DUPU,,ATE AGENDA REPORT FOR COUNCIL MEETING OF MAY 205 1997 TO: HONORABLE MAYOR AND CITY COUNCIL APPROVAL: MALIK D. FREEMAN, CITY MANAGER FROM: THOMAS K. CLARKE, UTILITY DIRECTO SUBJECT: APPROVE AND ADOPT THE ATTACHED RESOLUTION ESTABLISHING A CHARGE FOR ELECTRIC DATA WHICH MAY BE REQUESTED BY INDUSTRIAL CUSTOMERS DATE: MAY 12, 1997 BACKGROUND Colton Electric Utility personnel have completed installation of new electric meters for 23 of the city's_ largest electric customer accounts. A total of 27 accounts will have the new meters. The new electric meters enhance service in a number of ways. First, the meters can be read using telephone tines, eliminating the necessity for a meter reader to go to the customer's site. Second, a large quantity of electric data is recorded by the meter, including electric use in fifteen -minute intervals, power quality data, and voltage levels. Third, data can be accessed via modem and downloaded into a personal computer. DISCUSSION/ANALYSIS Colton Electric Utility customers may want data collected by the newly installed electric meters. Data canoe used by customers for analyzing electric use to evaluate energy efficiency improvements. For customers who wish to obtain this information, staff proposes the following administrative policies 1. Only customers who purchase energy from the Colton Electric Utility are eligible to receive metering data on voltage levels and 15 -minute electric use profiles. 2. Eligible customers can purchase read-only software at cost to dial up meter(s) serving their facility to obtain data on voltage levels and electric use. 3. Eligible customers can purchase data reports from the Colton Electric Utility at a cost of $50 per report or $420 for 12 monthly reports. Such reports will include a brief narrative description of data highlights prepared by Colton Electric Utility staff. The Colton Utilities Commission recommended Council approval of staffs recommendation at their February, 1997 meeting.
