a <br />CITY OF COLTON <br />AGENDA REPORT <br />For the Council Meeting of November 18, 1997 <br />To: Honorable Mayor & City Council <br />f <br />Approval: Len Wood, Interim City Manager Zj <br />From: Randy Anstine, Neighborhood Services Direct <br />Subject: Approval of Submission of Grant Proposal to State Department <br />of Education for Infant Toddler Care Services <br />Date: November 12, 1997 <br />BACKGROUND: <br />The State Department of Education is presently soliciting grant proposals for <br />implementation of new Infant - Toddler Child Care services. These funds are being <br />made available so that jurisdictions may implement expanded child care service to better <br />serve individuals impacted by welfare reform. It is anticipated these will be one-time <br />funds. Simply put, the County of San Bernardino is being allocated a total of $2.3 million <br />dollars, and if the City of Colton is going to benefit from these funds, the City will have <br />to act now to apply. It is anticipated that these funds will not become available again. <br />According to State Guidelines, the City of Colton has been determined to be a Priority <br />One 'community. A Priority One ranking indicates that Colton will be considered a first <br />priority community to receive funding. <br />These one time funds do not require a local dollar match. This is a 100% grant funded <br />program. If approved, the grant funds will be utilized to provide the following: <br />• Expanded child care services for birth through 36 months <br />• Staff salaries <br />• Supplies and educational materials <br />• Operation and Maintenance costs <br />• Facility rental <br />In addition to providing child care services, other support services will be provided to the <br />parents. This would include parenting, counseling, social service referrals, etc. <br />FINANCIAL IMPACT: <br />No match is required.
