CLARKE, UTILITY DfRECTOR �� <br />SUBJECT: APPROVAL AND ACCEPTANCE OF ACL EASEMENTS AND RIGHTS-OF-WAY FOR <br />TRANSMISSION AND DISTRIBUTION UNES OF THE GALE A. DREWS SUBSTATlON <br />ELECTRIC SERVICE TO THE COUNTY MEDICAL CENTER AND OTHERS <br />DATE: November 5, 1997 <br />BACKGROUND . <br />Staff, with the help of consuitants, acquired a number of easements and rights-of-way to build transmission and <br />distribution lines for the Gale A. �rews Substation which have now been completed. On October 4, 1994, Councii <br />authorized the Electric Utility Director to approve the settlements and paymenY of these easements and rights-of- <br />way at a price equal to or less than the appraised value. <br />DISCUSSION/ANALYSIS <br />As you know, construction of the Gale A. Drews Substaiion, transmission line, and distribution line is now <br />complete. Most of the easements and rights-of-way were appraised and negotiated as per the attached matrix. <br />Except for Parcel Number 183-281-56, all the settlement payments were below appraised value. All the <br />landowners or their designees were reimbursed wifh the settlement payment. All the easements and right-of-way <br />documents, which were initiated by us, have been recorcled with the County except for the easement from <br />Romun international, Ltd. That property has been handled through eminent-domain proceedings. The total price <br />for twenty parcels was approximately $125,000: <br />l.and rights for tfie portion of the rowte along Agua Mansa Road, and Pepper Street extension were handled <br />separately, as approved by Council. <br />FlNANCIAL IMPACT <br />As shown on the attached matrix, the City paid $138,015 to ten property owners, or their designee(s}, as a final <br />s e nt of these easem d rights-of-way. <br />Thomas K.
