m
t`Ori.: , . ysi . .-
CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF NOVEMBER 18, 1997
TO Honorable Mayor and ity Council
APPROVAL: Le Wo d, Inte i gera)o
FROM: a or VDevelopment Director
SUBJECT: Extension of=lnterim rgency Moratorium on Monopoles
GATE: November 12, 1997
As Council will recall, on October 7, 1997, the City Council enacted an interim urgency
moratorium on monopoles.
As directed by Council, Community Development Department staff continues to study
and gather information, including a model ordinance designed to provide for the review
and approval of applications for towers and antennas for personal communications
systems, cellular, telephone, radio, and similar wireless telecommunications signals.
Community Development Department staff has obtained a model cellular/personal
communications system zoning ordinance and is currently reviewing the ordinance for
revisions to reflect state or local requirements for consistency with our City's Zoning
ordinance and development standards.
Unless extended by the Council, the current moratorium will expire on November 21,
1997. Therefore, staff is requesting that Council extend its current moratorium on
processing of applications to allow monopoles, until October 6, 1998, by adopting the
attached Ordinance. This will allow staff to continue working, until its review of a
proposed ordinance is completed and staff has an opportunity to evaluate and propose
any necessary modifications to the city's Zoning Ordinance, to assure that further
construction of monopoles is in the best interest of the community and furthers the
health, safety and welfare of its residents.
Attachment: Ordinance
Item # 25
