Clarke, Utility Director—v---� <br />SUBJECT: Recommendation to Set a Public Hearing to Establish a Public Goods Charge in <br />Accordance with Assembly Bill 1890 <br />DATE: Tuesday, October 14, 1997 <br />BACKGROUND <br />California State Assembly Bill No. 1890 was approved by Governor Wilson on September 23, <br />1996, and became effective immediately on that date. Copies of the relevant section of <br />AB1890 and the California Municipal Utilities Association Public Benefit Program Guidebook <br />Executive Summary are included in your packet for your reference. Section 381 directs the <br />California Public Utilities Commission to direct the investor owned utilities to begin collecting <br />funds on January 1, 1998, for public benefits described in that section. Section 385 imposes, a <br />similar requirement upon local publicly owned electric utilities. The City of Colton is subject to <br />this section. <br />ANALYSIS <br />Based on the language of the legislation, staff has determined that a rate of 0.29 cents per <br />KWH is required for the period January 1, 1998 through June 30, 1998. A rate of 0.22 cents <br />per KWH is proposed for Fiscal Year 1998-99, subject to posting of total operating revenues for <br />1996-97 and an update of forecasted KWH sales for FY1998-99. These rates are based on <br />the following calculation: <br />A. Total Operating 'Revenues for the Year Ended June 30, 1996 $23,981,405 <br />B.
