CALIFORNIANS FOR SAFER STREETS
URGENT! LETTERS TO THE GOVERNOR NEEDED
THE HONORABLE PAUL KORETZ,
PRESIDENT August 18, 1997
(MAYOR)
CATHERINE MUSICANT. The Honorable Deirdre H. Bennett
EXECUTIVE DIRECTOR Council Member, City of Colton
650 N La Cadena Dr
Colton, CA 92324
Dear Council Member Bennett:
Thank you to all of our coalition members who have written your legislators about
the importance of increasing traffic fine revenue collections for California cities.
Those letters and phone calls have clearly made this issue a legislative priority, and
we have GREAT NEWS!
The California State Legislature is on the verge of approving two important pieces of
legislation that would dramatically increase the revenue available to your city for
important law enforcement and other public services. Now we need your help in
writing to Governor Wilson to make sure these bilis are signed into law.
AB 233: Trial Court Funding Bill
This bill would restructure the way the trial court system in California is funded. As
a part of the restructuring, California cities would retain an additional $61.9
million of the traffic fine money generated through the tickets they write. As
you may recall, this money was taken away from cities in a 1991 Trial Court Reform
and now it is time to get it back.
Our estimates show that this legislation would increase the traffic fine collections of
almost every city in California by 75%.
AB 1191: Legislation to Stop Red Light Running
This legislation would double the fine for running a red light. It. also mandates that
the first $131 from each ticket come back to the local jurisdiction where the
ticket was written (in almost all cases cities). This money would be general fund
money and could be used to fund law enforcement or other services.
Please join us in writing to Governor Wilson to let him know how crucial this
legislation is to our member cities. Enclosed is a draft letter on each of these bills. It
is important to fax your letters as soon as possible.
Thank you again for your time and interest. I'm hopeful that together we can make
this increase in traffic fine money a reality for California cities. Please feel free to
call me at 310-231-1308 with any questions.
Sincerely,
Catherine Musicant, Executive Director
11050 SANTA MONICA BOULEVARD, SUITE 200 • LOS ANGELES, CALIFORNIA 90025
TEL. 310 231-1308 • FAx. 310 473-6609
