City of Coiton <br />Agenda Report <br />Council Mee4ing of September 16, 1997 <br />Page 2 <br />Aman Environmental Construction is a subsidiary of Dames and Moore, a Fortune 500 <br />Architectural, Engineering and Construetion Firm. The !ow bid is $2,465,237, well <br />below the engineer's estimate to complete the work of $3,288,824. <br />ALTERNATIVES: <br />The City of Colton committed to construct the traffic mitigation and infrastructure <br />improvements specified in the attached bid documents when the MOU was approved <br />by the City Council in May of 1995. Considering the quality and price of the lowest <br />responsible bid, and the fact that the MOU dictates the improvements be in place by <br />March 31, 1998, staff would not recommend an alternative. <br />FISCAL I M PACT: <br />The aforem�ntioned improvements are to be funded via an advance from the County of <br />San Bemardino as per the MOU. The advancement of funds will be repaid to the <br />County (wifhout interest) from fees paid by future development as their part of <br />mitigation on #raffic and storm drainage..The MOU identifies Colton's share of impacts <br />on the improvements to be constructed in percentages, (of the specific improvements <br />Colton is responsible for) and the cosfi of Colton's share of the improvements in dollars. <br />While the percentages have not changed, the dollar amounts specified in attachment <br />one of the MOU are significantly overstated. The dollar amounts specified in <br />attachment one of the MOU were derived from a Traffic Impact Analysis performed in <br />1992 by Linscott, Law, and Greenspan. Colton's share of the costs is roughly sixty <br />percent of the improvements or approximately $1,480,000. <br />ENUIRONMENTAL IMPACT: <br />On March 25, 9997, the infrastructure improvements surrounding the San Bernardino <br />Medical Center went before the Planning Commission as File Index D-61-96 and was <br />approved with a mitigated Negative Declaration. The conditions specified in the report <br />to the Planning Commission were addressed by improvements made to #he detention <br />basin located on the Medical Center site. <br />RECOMMEWD�4TION: <br />Staff recommends that the City Council award the Contrac# to Construct Street, Storm <br />Drain, Landscaping, and Traf#ic Mitigation Improvements �n Pepper, San Bernardino, <br />Meridian and Rancho Avenues to the lowest re�ponsible bic#d�r, Arraan E�vironm�ntal <br />Construction. <br />Attachments {3): MOU Attachment I <br />MOU Attachment III <br />Bid Documents <br />_ T-„ � 7 _ _ ,, <br />
