Therefore, we recommend that this claim be rejected to commence the. <br />statute of limitations. <br />Our recommendation is based on the memorandum from Harry Rheubotton dated July 23, 1997 <br />which states, during the replacement of Mt. Vernon's main line the contractor did not observe a <br />lateral for this property and the house was not occupied at the time of the replacement, so hook <br />up was not made. The contractor only hooked up laterals that he observed during the <br />replacement of the main line on Mt. Vernon. All properties had 4" clay pipe and the plumber ran <br />into a 6" cement pipe on the property, but it did not go to the main line in the city. <br />The memorandum from Martin G. Ragels dated October 15, 1997 has been reviewed and it <br />states that according to the permit records, the dwelling at 388 N. Mt. Vernon Avenue is located <br />on the same parcel of land as 384 N. Mt. Vernon Avenue. The City records indicate that there <br />has never been a permit issued for the sewer lateral at*88 N. Mt. Vernon Avenue, The permit <br />records reveal one single family dwelling and a storage unit. The permit file does not indicate two <br />dwellings.
