Crowe, AM <br />Chief of Police <br />SUBJECT: Request for recruitment and ratification of employee appointment to the <br />part-time positions of Police Cadet in the Police Department <br />DATE: April 9, 1998 <br />BACKGROUND: There are four (4) vacant Police Cadet positions in the Police Department. <br />Attached is the job description for the classification: salary rate is $5.25 per hour. <br />DISCUSSION/ANALYSIS: In May, 1995, the Police Department took a creative cost-saving <br />approach to maintain administrative and clerical functions by creating a part-time police cadet <br />program tailored for college students. This program, although successful in reducing the budget <br />and better deployment of sworn officers, has unique problems in filling vacancies, as the job <br />description requires cadets must maintain a set grade point average and carry six or eight units. The <br />rate of employee turnover is higher than those of full-time positions. Unlike full-time employees, <br />police cadets' employment is contingent upon their scholastic achievement -- this is best for the <br />cadet and best for the police department. <br />Traditionally, if a vacancy of a cadet position occurs, a request is made to fill that position. After <br />discussion with Personnel Director Dennis Morris, it was determined a more efficient and <br />expedient process would be to permit the department to fill a vacancy from the applications <br />processed through the personnel department as a vacancy occurs. The department ensures the <br />Council that this process would only affect part-time cadet positions; vacant positions or <br />budgeted funds would never exceed those approved in the current fiscal operating budget. <br />FINANCIAL IMPACT: Funding availability for these approved general fund and grant positions <br />in the fiscal year 1997/98 are as follows: <br />General Fund - seven (7) part-time cadet positions <br />Salaries -Temporary 100-6070-6080-1040 <br />Law Enforcement Grant two (2) part-time cadet positions <br />Salaries -Temporary 100-6070-6086-1040 <br />Patrick G. 4Cro, Acting Chief of Police <br />cadet3.doc /rw <br />
