LAW OFFICES OF
BEST BEST & KRIEGER LLP
August 18, 1998
MEMORANDUM
ATTORNEY-CLIENT PRIVILEGE
TO: Solid Waste Ad Hoc Committee
FROM: City Attorney
RE: Agenda Item: Resolution Concerning Jack's Disposal Services Permit
As members of the Solid Waste Ad Hoc Committee, I would like to ask that you
recommend to your colleagues that they allow me an opportunity to speak to the full Council in
closed session before action is taken on the above-referenced agenda item this evening. As you
well know, solid waste contract and permit issues in Colton are controversial and have been the
subject of several lawsuits. Although I have briefly spoken to you as members of the Solid Waste
Ad Hoc Committee about potential risks concerning City decisions related to solid wa.ste issues, I
have not had an opportunity to speak to the full Council about certain legal issues which I believe
the Council should be aware of before taking action on the agenda item. I have enclosed several
copies of this memorandum to you in case you wish to share copies with your colleagies.
SONIA R. CARVALHO
cc: Henry Garcia, City Manager
Daryl Parrish, Assistant City Manager
RVPUB\SRC\48717
