CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 3, 1998 <br />SUBJECT: PUBLIC BENEFIT CHARGE CREDIT FOR LOW-INCOME CUSTOMERS <br />To be eligible for the exemption, total combined income must be less than the following: <br />Number in Household <br />1 or 2 <br />3 <br />4 <br />Each additional person add <br />Total Household Annual Income <br />$17,000 <br />20, 000 <br />24,000 <br />$ 4,000 <br />The proposed Resolution includes the refund of any Public Benefit Charges collected to date <br />to qualifying customers. <br />ALTERNATIVES: <br />Council may elect to credit more or less than 100% of the Public Benefit Charge. <br />FINANCIAL IMPACT: <br />First year Public Benefit Charge revenues are $686,850. It is estimated that annual credits <br />under the proposed program will expend $33,000 of those revenues annually. One time <br />implementation costs are estimated at $2500. Administrative costs related to processing and <br />monitoring of exemptions will continue at a rate of approximately $11,000 per year ($7900 <br />Senior Energy Services Specialist, $3000 Customer Service Representative, $100 office <br />supplies and postage). <br />RECOMMENDATION: <br />That the City Council approve the attached resolution, establishing a Public Benefit Charge <br />Credit in the amount 100% of the Public Benefit Charge as set by Electric Rate Schedule PBC <br />as such Rate Schedule may from time to time be changed by action of the City Council. Any <br />and all Public Benefit Charges assessed to customers who qualify for the Utility Tax Exemption <br />shall be refunded to the customer. <br />Page 2 of 2 Item No. <br />
