Garcia, City Manage <br />FROM: David Michael Davis, City Librarian 10 <br />SUBJECT: Eliminate One Full-time Library Assistant II Position and Approve <br />Recruiting and Hiring Two Part-time Library Assistant I Positions <br />DATE: January 21, 1998 <br />BACKGROUND: <br />At the November 25, 1997 Library Board of Trustee Meeting, the Board asked staff to request <br />that a recent Library Assistant II vacancy be filled so that the Library can maintain the eighty <br />(80) service hours a week that we currently provide. <br />DISCUSSION/ANALYSIS: <br />A comparison of the nine Inland City Libraries (see attached) illustrates that the Colton Public <br />Library has the smallest number of staff (12.5 FTE) of any Inland City Library; yet offers the <br />third highest total number of service hours (80 per week). Moreover, the Colton Public Library <br />has by far the smallest budget. This demonstrates that, in Colton, tax dollars are spent on <br />providing very efficient and high quality library service—not bureaucrats. <br />ALTERNATIVES <br />1. Fill the vacant full-time Library Assistant II position at a total cost of $38,649. <br />2. Leave the position vacant and not maintain current service hours. <br />3. Hire two part-time Library Assistant I positions at a total cost of $20,796. <br />FINANCIAL IMPACT <br />Hiring, two part-time Library Assistant I employees and eliminating the recently vacant full-time <br />Library Assistant II position will save the City approximately $17,853 in salary and benefits <br />expense per year. <br />RECOMMENDATION:David Michael Davis, City Librarian <br />Eliminate one full-time Library Assistant II position and authorize staff to recruit and hire two <br />part-time Library Assistant I positions for a savings to the general fund of approximately <br />$17,853 per year. <br />Attachment <br />Item # 18 <br />
