0 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JANUARY 13, 1998 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Len Wood, Interim City Manager 4te' <br />FROM: "David R.: Zamora <br />Community Development Director <br />SUBJECT: Authorization for Community Development Department Staff to <br />Submit an Application to the State of California Office of Historic <br />Preservation, for qualification as a Certified Local Government, and <br />adoption of Resolution. <br />DATE: December 17, 1997 <br />�j <br />BACKGROUND: <br />On May 21, 1996, the City Council approved and adopted the revised Historic Preservaton <br />Ordinance, 0-11-96, as recommended by the Historic Preservation Commission, and the <br />State of California "Office of Historic Preservation. This Ordinance included all required <br />changes necessary to qualify for filing an application with the State for inclusion in the <br />Certified Local Government (CLG) Program. <br />Participation in the Certified Local Government Program would enable the .City to compete for <br />various Historic Preservation grants which are available.These grants could enhance the <br />City's Historic Preservation Program in many ways. Some of the activities available for <br />funding through the Certified Local Government include, but are not limited to, the following: l <br />1. Hiring a consultant for'specific on-site training, tailored to the nd"eds of the local <br />community, for Commissioners and staff. I <br />2. Educational proposals or technical training programs for owners of historic properties. <br />3. Development of training and information of seismic retrofit/State Historic Building Code. <br />4. Public education and outreach training programs on Historic Preservation for communities; <br />development and publication of educational materials for the community or schools. <br />DISCUSSION/ANALYSIS <br />Staff has prepared the Certified Local Government application for submittal to the State. To <br />address the State's requirements, a City Council Resolution authorizing staff to submit tfie <br />application is now required. <br />ALTERNATIVES: <br />Not to approve the Resolution, and exclude the City from consideration for designation as a <br />Certified Local Government. <br />Item # 13 <br />
