Meeting of January 13, 1998 <br />TO: Honorable Mayor and Council Members <br />APPROVAL: Len Wood, Interim City Manager <br />FROM: Daryl Parrish <br />SUBJECT: Request to Close Portions of San Bernardino Avenue to <br />Through Traffic for the Purpose of Constructing Infrastructure <br />and Traffic Mitigation ImprovementsRelated to the San <br />Bemardino Medical Center Replacement Project. <br />DATE: January 5, 1998 <br />BACKGROUND: <br />In conjunction with the construction of the Infrastructure and Traffic Mitigation <br />Improvements surrounding the San Bemardino County Medical Center Replacement <br />Project, >certain ` streets (specifically, Meridian, Pepper and San Bemardino Avenues) <br />must be closed at various times to through traffic. <br />DISCUSSION/ANALYSIS: <br />In order to relocate utilities and construct infrastructure and traffic mitigation facilities on <br />San Bemardino Avenue, San Bernardino Avenue should be closed to through traffic <br />between Pepper and Meridian Avenues beginning on approximately January 26, 1998 <br />through approximately February 18, 1998. <br />All of the work performed and the signs and barricades used will be as per the State of <br />Califomia, Department of Transportation Manual of Traffic Control for Construction and <br />Maintenance Work Zones and Work Area Transportation Control Handbook (WATCH <br />Manual). <br />In order to mitigate the impact of these street closures on the public, the construction <br />manager and the contractor will deliver informative flyers to residents and businesses <br />surrounding the construction area beginning on approximately January 19, 1998. <br />Additionally, messages regarding this, and future street closures related to this project <br />will appear on Colton Utility bills which are mailed to all Colton residents and businesses. <br />A message will also appear on the Colton cable access channel. <br />ALTERNATIVES: <br />Periodically- close San Bemardino Avenue to accommodate the construction of <br />infrastructure improvements for periods of less than twenty-four hours. The drawbacks <br />associated with this method are (1) that the construction schedule to complete the <br />improvements on San Bemardino Avenue will be drawnout an additional two weeks, <br />Item# 21 <br />
