CITY OF COLTON
AGENDA REPORT
Council. Meeting of January 13, 1998
TO: Honorable Mayor and Council Members
APPROVAL: Len Wood, Interim City Manager
FROM: Daryl Parrish
SUBJECT: Request to Close Portions of San Bernardino Avenue to
Through Traffic for the Purpose of Constructing Infrastructure
and Traffic Mitigation ImprovementsRelated to the San
Bemardino Medical Center Replacement Project.
DATE: January 5, 1998
BACKGROUND:
In conjunction with the construction of the Infrastructure and Traffic Mitigation
Improvements surrounding the San Bemardino County Medical Center Replacement
Project, >certain ` streets (specifically, Meridian, Pepper and San Bemardino Avenues)
must be closed at various times to through traffic.
DISCUSSION/ANALYSIS:
In order to relocate utilities and construct infrastructure and traffic mitigation facilities on
San Bemardino Avenue, San Bernardino Avenue should be closed to through traffic
between Pepper and Meridian Avenues beginning on approximately January 26, 1998
through approximately February 18, 1998.
All of the work performed and the signs and barricades used will be as per the State of
Califomia, Department of Transportation Manual of Traffic Control for Construction and
Maintenance Work Zones and Work Area Transportation Control Handbook (WATCH
Manual).
In order to mitigate the impact of these street closures on the public, the construction
manager and the contractor will deliver informative flyers to residents and businesses
surrounding the construction area beginning on approximately January 19, 1998.
Additionally, messages regarding this, and future street closures related to this project
will appear on Colton Utility bills which are mailed to all Colton residents and businesses.
A message will also appear on the Colton cable access channel.
ALTERNATIVES:
Periodically- close San Bemardino Avenue to accommodate the construction of
infrastructure improvements for periods of less than twenty-four hours. The drawbacks
associated with this method are (1) that the construction schedule to complete the
improvements on San Bemardino Avenue will be drawnout an additional two weeks,
Item# 21
