Non -reimbursable Mandated Costs Reserve: Anon -reimbursable cost reserve funds shall be established to be funded as set forth in the budget adopted by the City Council for each fiscal year for the purpose of funding costs related to state or federal mandated progralms that are not reimbursable, including without limitation, disaster preparedness training, special training, and other non -reimbursable costs that may otherwise be imposed by the State of California or the federal government. SECTION 2. The Treasurer shall deposit budgeted reserve funds for each reserve category into separate interest bearing bank accounts held to be held apart from other accounts of the City. SECTION 3..Notwithstanding any other provision of law, the City Council b,1(7-'- resolution ,1- resolution agrees that it shall require a two-thirds (2/3) vote of the entire membership of the City Council, upon findings and determinations in accord with the provisions of this Resolution, to authorize expenditures from any reserve fund account hereby established'.
