JANUARY 6, 1998 <br />BACKGROUND <br />Following a number -of inquiries regarding the perceived high water pressure in the Reche. Canyon area of <br />Colton, the Water Division commissioned Krieger and Stewart to provide an analysis of the water system <br />there and make a recommendation of alternatives to provide static pressure throughout the area. <br />DISCUSSION / ANALYSIS <br />The draft report from Krieger and Stewart is attached to this report. The conclusions are outlined in that draft: <br />In order to alleviate any concerns from the customers and to provide consistent and reliable service in the <br />affected area, the Water Division must undertake one of the alternatives developed by the consultant. These <br />range from a quick fix costing $75,000 to an ultimate plan that would cost approximately $1.4 `million. The <br />two preferred approaches would cost between $130,000 and $240,000. <br />ALTERNATIVES <br />The Department could proceed with any of the alternatives uponcompletion of the necessary budget <br />adjustments to fund the project. <br />FINANCIAL <br />Making any corrections to the water pressure in Reche Canyon was not contemplated in the current budget. <br />Funds may be available in the current year, visa-vis budget modifications, if other projects are postponed to <br />future periods. Otherwise, the pressure project will have to be considered in subsequent budget approvals. <br />One major question will have to be addressed prior to final costing estimates. The consultant noted that an <br />adjustment in the water pressure might affect fire flow requirements in some areas. This would be particularly <br />true where homes had fire sprinklers. These may have been installed to optimally operate at the higher water <br />pressure. A change could impact the functionality of the fire protection system. <br />ENVIRONMENTAL IMPACT <br />None. <br />RECOMMENDATION <br />That the City Council accept and file the Reche Canyon Water Pressure Report and provide any additional <br />guidance to the City Manager in resolving the water pressure issue. <br />Page 1 of 1 <br />Item# 28 <br />
