CITY OF COLTON <br />Agenda Report <br />For Council Meeting of July 21,1998 <br />TO: Honorable Mayor and City Council <br />APPROVED BY: Henry Garcia, City Manag <br />FROM: Dennis Morris, Human Resource Director <br />SUBJECT: Request for recruitment and ratification of employee appointment to <br />the part-time positions of Facility Monitor (4) and Recreation Leader <br />I (4) in the Community Center Division. <br />DATE: July 9, 1998 <br />BACKGROUND: <br />In the Human/Neighborhood Services Department, there is an immediate need for 8 part-time <br />Facility Monitor positions, with only four (4) filled at this time. Also, there is a need for 8 part- <br />time Recreation Leader positions, with only five (5) filled at this time. Attached are the job <br />descriptions for the classifications; the salary is $5.50 per hour for Facility Monitor and $5.15 per <br />hour for Recreation Leader I. <br />State Law mandates that the City provide an employee to supervise a maximum of 20 children. <br />The three (3) centers receive from 100 to 200 children on a daily basis. In response to state law <br />(based on situation stated below), recruitment was conducted and two Recreation Leaders were <br />hired temporarily until Council could ratify the appointments on a permanent basis. <br />On the first day of the busy summer season, there were 74 children that signed into the <br />Community Center facility and they were supervised by one (1) Recreation Leader. Although the <br />emergency situation was handled that day without any consequences, an advertisement was <br />immediately submitted and the first two fully qualified candidates to submit their applications, <br />were hired. <br />DISCUSSION/ANALYSIS: <br />Filling these positions will not interfere with the current proposals being presented to the <br />City Council regarding contracting out certain recreation programs. They are only being <br />filled to meet requirements for state regulations and that proper care is given to our <br />children. Recruitment for said positions were conducted prior to the Council meeting to expedite <br />the process and to ensure that there is proper staffing for the busy summer season. The candidates <br />chosen will meet the education and experience requirements as specified in the job description. <br />FINANCIAL IMPACT: <br />Funding availability for this, in the fiscal year 1998-99 is as follows: Account No. 100-6200- <br />6202-1010 (salary) and Account No. 100-6200-6202-1100 (salary related benefits). <br />Item # 11 <br />
