CITY OF COLTON <br />AGENDA REPORT <br />Council Meeting of July 21, 1998 <br />TO: Honorable Mayor and Counci embers <br />APPROVAL: Henry T. Garcia, City Manage <br />FROM: Daryl J. Parrish, Assistant City Manager <br />SUBJECT: Consider Disposition of 0.14 -Acre Parcel (APN 0160-053-03) <br />to be Incorporated into 54 Lot Tract in Exchange for Street <br />Improvements on Michigan Avenue <br />DATE: July 9, 1998 <br />BACKGROUND: <br />On January 21, 1998, John Reichel of Sunwest Enterprises sent the City of Colton a <br />letter of interest to inquire as to the feasibility of acquiring a small City owned parcel of <br />land adjacent to a fifty-four lot tract to be developed by Reichel. In exchange for the <br />City owned parcel of land Mr. Reichel was prepared to offer cash, or the construction of <br />improvements on Michigan Avenue. <br />DISCUSSION/ANALYSIS: <br />The lot in question was deeded to the City of Colton in 1970 and currently serves no <br />public purpose, as it is an irregularly shaped remnant parcel not suitable for <br />development. The fact that the parcel was deeded to the City of Colton prior to 1990 <br />and the fact that Tract 7932 does not state a particular public purpose for Lot C <br />exempts the City from certain legal requirements regarding its disposition. <br />The proposed street improvements are included as a condition of approval of the <br />tentative tract map; (this agenda item # 18) for the aforementioned 54 -lot tract in <br />exchange for the City owned parcel. Dean Derleth of Best, Best and Krieger (the City <br />Attorney) and Glen Wilson, the City Engineer have reviewed this proposal <br />FISCAL IMPACT: <br />No fiscal impact. <br />RECOMMENDATION: <br />Staff recommends that the City Council approve the disposition of APN 0160-053-03 to <br />Michigan Mills LLC in exchange for said street improvements as described in the <br />conditions of approval for Tract Map 15897, and that the Mayor of the City of Colton <br />and the City Clerk execute the attached Grant Deed. <br />Attachments <br />Item # 19 <br />
