VEGA, FINANCE DIRECTOR <br />SUBJECT: AWARD OF BID FOR ONE VALVE AND VACUUM SYSTEM FOR THE WATER <br />DIVISION TO PACIFIC TEK IN THE AMOUNT OF $33,133.12 <br />DATE: MAY 26,1998 <br />BACKGROUND <br />The City Council approved an appropriation for a valve exerciser and vacuum system for the Water <br />Division in the FY 97-98 budget. The State Department of Health Services, Office of Drinking Water, <br />requires that Water Utilities exercise each valve in the main water lines once every three years. The <br />Water Division has to dig the dirt out of the valve casing by hand and exercise the valve with a tool. <br />This trailer mounted system will vacuum out the dirt and exercise the valve mechanically, which will save <br />an enormous amount of time and manpower. <br />DISCUSSION/ANALYSIS <br />On April 28, 1998, Purchasing solicited for sealed bids for one valve exerciser and vacuum system for <br />the Water Division. Bid opening was held at 2:30 p.m., May 11, 1998, in the Purchasing office. Three <br />bids were received and evaluated. They are as follows: <br />1. Pacific Tek, Huntington Beach, CA $33,133.12 <br />2. Pres -Tech Mfg. Reps Inc., Huntington Beach, CA $34,291.44 <br />3. Westquip, Phoenix, AZ $36,414.11 <br />ALTERNATIVES <br />None <br />FINANCIAL IMPACT <br />Council appropriated the funds in the FY 97-98 budget for the Water Division in account number 521- <br />8100-8100-4930. <br />ENVIRONMENTAL IMPACT <br />None <br />RECOMMENDATION <br />Staff recommends award of bid for one valve exerciser and vacuum system for the Water Division to <br />Pacific Tek in the amount of $33,133.12. <br />Report prepared by: Mary J.
