a <br />STATUS OF DEVELOPMENT <br />The CFD is comprised of approximately I I I acres in the western section of the City. The <br />boundaries of the CFD are Randall Avenue on the north, Southern Pacific Railroad on the east, San <br />Bernardino Avenue on the south and Pepper Avenue on the west. The majority of the property in <br />the CFD is zoned for residential use. However, 17.47 undeveloped acres are being planned for <br />commercial development. <br />John Laing Homes is one of the builders of single family homes in the CFD. They own 44 acres <br />which are subdivided into 165 lots. Building permits have been issued for 34 homes. Three of the <br />homes are models and 25 homes have been sold to residents. John Laing Homes has not built any <br />new homes since the 1994/95 fiscal year: <br />Osborne Collection owns 27.57 acres of land in the CFD that was subdivided into 93 residential <br />dots. <br />Young Homes owns 13.10 acres of land in the CFD that has been subdivided into 57 lots. <br />Mr. John Reichel owns 17.47 undeveloped acres in the CFD. <br />There is an additional parcel in the CFD which is .31 acres of undeveloped land. <br />PROPERTY CLASSIFICATIONS <br />Special taxes are levied on each parcel according to its land use and developed status. Property is <br />classified as either Developed, Approved, Planned or Undeveloped. Property is classified based on <br />its status as of June 30 each year. Property is considered "Developed" if a building permit has been <br />issued. Property is considered "Approved" when individual lots are created but no building permit <br />has been issued. "Planned" property has an approved Tentative Tract Map but is not yet subdivided <br />into individual lots. "Undeveloped" property is unimproved landwith no Tentative Tract Map. <br />Tracts 14391-2 and 15165 recorded during the 1996/97 tax year creating 93 residential lots. <br />Seventy-four new building permits were issued.
