CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 3, 1998 <br />TO: HONORABLE MAYOR & CITY CO CIL <br />FROM: HENRY GARCIA, CITY MANAGE , J <br />APPROVAL: ANNA VEGA, FINANCE DIRECTOR " (/ <br />SUBJECT: LOCAL GOVERNMENT SUBVENTION FUND MATCH PROGRAM <br />SPONSERED BY MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW <br />COMMITTEE & AUTHORIZE STAFF TO IMPLEMENT PROGRAM AS A <br />SOLE SOURCE PURCHASE IN THE AMOUNT OF $104,000. <br />DATE: FEBRUARY 23, 1998 <br />BACKGROUND <br />The Mobile Source Air Pollution Reduction Review Committee (MSRC) has announced a clean air project <br />funding opportunity available exclusively to cities and counties within the South Coast Air District. This <br />Program offers to co -fund projects sponsored by cities and counties that utilize Motor Vehicle Registration Fee <br />Subvention Funds, i.e. AB2766 Subvention Funds. The MSRC will contribute 25% fund matching against <br />AB2766 Subvention Funds applied to the project. <br />DISCUSSION/ANALYSIS <br />This program allows the City to use AB2766 funds to obtain alternative fuel vehicles with additional acceptance <br />of MSRC funds. The City Project hopes to acquire 2 passenger vehicles; 2 passenger vans; 1 utility truck; a 3 <br />station refueling installation. <br />ALTERNATIVES <br />The City creates a pollution reduction plan of its own using AB2766 Subvention Funds without the additional <br />funding this project will provide if accepted. <br />FINANCIAL IMPACT <br />The proposed project will use current and future AB2766 funds received from the State. Staff recommends <br />Council allocates current and sufficient future revenues of fund number 214, Pollution Reduction Fund, to obtain <br />e necessary program results. � <br />�. � <br />(-c- <br />Anna A. Vega, Finance Director <br />4 <br />ENVIRONMENTAL IMPACT <br />This project should produce a significant reduction of auto emissions, the extent to which will be determined by <br />AQMD Specialists. <br />RECOMMENDATION <br />Staff recommends that Council authorize the use of AB2766 funds and the application for the match funds from <br />MSRC to acquire the capital items in the amount of $104,000 and satisfy the proposed project requirements as a <br />sole source. <br />Attachment: Resolution <br />ITEM #9 <br />Page I of 1 <br />
