GARCIA, CITY MANAGEV <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN <br />SUBJECT: AUTHORIZATION TO APPLY FOR, AND ACCEPT IF AWARDED, <br />A CALIFORNIA LIBRARY SERVICES ACT "CALIFORNIA LITERACY <br />CAMPAIGN" GRANT IN THE AMOUNT OF APPROXIMATELY $17,000 <br />FOR FY 98199 <br />DATE: MARCH 4, 1998 <br />BACKGROUND: <br />The Colton Public Library is eligible to apply for CLSA literacy funding in the amount of approximately <br />$17,000 from the California State Library for FY 98/99. This program is coordinated at the Main Library. <br />This year, the State will match a yet to be specified amount for each local dollar allocated towards literacy <br />and, in addition, the state will include as part of the match any other state and federal grant dollars Colton <br />Public Library has been awarded. Last year, the match was approximately $1 state CLSA for every $4.75 <br />local, state, and federal. If the match remains similar and we are awarded funding, we would receive <br />approximately $17,000. Funds will be utilized for office supplies, special tutorial supplies, promotional <br />materials, staff training, the purchase of books, audiovisual and computer materials. <br />DISCUSSION/ANALYSIS: <br />The Colton Public Library recognizes that a continuing demand exists for one-to-one instruction in basic <br />reading and writing skills for adults. According to the California Department of Education, 20% of the adult <br />population 16 years and older cannot read. This is the population that the Colton Public Library's literacy <br />program seeks to serve. <br />ALTERNATIVES: <br />Without such grant funding, a literacy program of such dimensions could only otherwise be continued with <br />the City's general fund. <br />FINANCIAL IMPACT: <br />None. General fund monies already allocated as part of the Library's FY 98/99 budget will be used to <br />establish the match figure as well as other state and federal grant dollars awarded. Should local, state, or <br />federal funding increase or decrease over the course of FY 98/99, the CLSA grant amount would change <br />proportionately. <br />David Michael Davis, City Librarian <br />RECOMMENDATION: <br />Staff recommends that Council authorize the City to apply for, and accept if awarded, a California Library <br />Services Act "California Literacy Campaign" grant in the amount of approximately $17,000 for FY 98/99. <br />The Colton Public Library Board of Trustees has reviewed this matter and concurs with this <br />recommendation. <br />Page 1 of 1 <br />hem # 7 <br />
