CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of March 17, 1998 <br />ATO: HONORABLE MAYOR AND CITY CO <br />APPROVAL: HENRY T. GARCIA, CITY MANAGE <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN <br />SUBJECT: AUTHORIZATION TO APPLY FOR, AND ACCEPT IF AWARDED, A "LUQUE <br />LIBRARY FAMILIES FOR LITERACY" STATE GRANT IN THE AMOUNT OF <br />APPROXIMATELY $17,000 FOR FY 98199 <br />DATE: MARCH 4, 1998 <br />BACKGROUND: <br />The Colton Public Library is eligible to apply for approximately $17,000 in CLSA "Families for <br />Literacy' state funding for FY 98/99. The program, coordinated at the Luque Branch Library, <br />involves volunteer tutors and adult learners in activities that promote parents and their children <br />reading together. Instructional books and materials will be purchased and a part-time Family <br />Literacy Program Coordinator will plan and implement suitable programs to promote family <br />reading. <br />DISCUSSION/ANALYSIS: <br />We at the Colton Public Library endeavor to reach parents who are having difficulty being a <br />reading role model for their children. We work with them to show them how they can better <br />teach their children and together overcome the cultural, educational, and economic <br />disadvantages that transmit low literacy from generation to generation. <br />ALTERNATIVES: <br />Without grant funding, such a reading program could only otherwise continue with the City's <br />general funds. <br />FINANCIAL IMPACT: <br />No -cost item to the City. No local matching funds are required. <br />David Michael Davis, City Librarian <br />RECOMMENDATION: <br />Staff recommends that Council authorize the City to apply for, and accept if awarded, a library <br />"Families for Literacy" state grant in the amount of approximately $17,000 for FY 98/99.
