CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 17, 1998 <br />TO: Honorable Mayor & City Co cil <br />da <br />Wa <br />APPROVAL: Henry Garcia, City Manage IF <br />FROM: Dennis Morris, Personnel Director,. �-C <br />SUBJECT: Revision of Policy 4.05.360, Method of Filling Vacancies <br />DATE: March 3, 1998 <br />BACKGROUND: <br />The current method of filling vacancies is confusing, time consuming, and often times costly. On <br />occasion the recruitment process has been completed for positions that were never filled, which is <br />a waste of staff time and money. This policy will replace policy number 4.05.360 dated <br />September 15, 1992. <br />DISCUSSION/ANALYSIS: <br />For comparison, the current procedure is attached, as well as the proposed changes. The revised <br />policy will eliminate part of the prior approval steps and redundant paperwork. With past layoffs <br />and current budget constraints, the Request for Recruitment form needed to be updated to include <br />all pertinent information needed to make the approval or denial of the recruitment process. <br />As per the current policy, the recruitment process begins (advertisement, testing, interviews, and <br />physicals) when the Request for Recruitment is completed. When the testing process is complete, <br />the Council reviews the request through the ratification process after costs are incurred. The <br />Personnel Director and the City Manager must approve both processes. <br />Under the new policy, the Personnel Director will approve or deny the beginning process and the <br />City Manager will approve or deny the request through the Agenda Report process (before the <br />request is presented to the City Council). The City Council would then be able to approve or <br />deny a position before the cost is incurred for recruiting, which means that the process is being <br />approved or denied once by each department. <br />The average cost per applicant is $ 1,422.68. In 1997 there were 7 requested positions that were <br />not approved in the final ratification process, costing the city approximately $ 9,958.76. <br />03105/98 ftwl # 10 <br />c:Admin policyAgenda Report filing vacancies <br />
