February 19, 1997 C=N <br />VIA FACSIMILE <br />AND REGULAR MAIL <br />Honorable Jerry Eaves, Chairman <br />San Bernardino County Board of Supervisors <br />County Government Center <br />385 North Arrowhead Avenue, 51" Floor <br />San Bernardino, CA 92415-0110 <br />RE: Request to Utilize a Portion of the County's 15 Percent Allocation of <br />Community Development Block Grant Funds for a Public Service Project <br />Dear Supervisor Eaves: <br />On February 17, 1998, the Colton City Council approved the allocation of $368,000 of <br />Community Development Block Grant (CDBG) funds for eligible projects for Fiscal Year <br />1998-99. As you are aware, the City is limited to a 15 percent funding limit for public <br />service activities, which amounted to $55,200. Of the 56 project proposal applications <br />eligible for funding consideration, 41 proposals were for public service projects. With the <br />limit of $55,200 allowed for funding these type of activities, the selection of worthwhile <br />projects was extremely difficult for the Council. <br />The Council approved funding for the four outstanding public service projects on the <br />attached list. These activities will provide services to the residents of Colton that are <br />very much in need. Additionally, a fifth project that the Council wishes to fund, however <br />was not selected due to the 15 percent funding limit, is the proposal from the Legal Aid <br />Society of San Bernardino, Inc., (Log Number 24139), that would continue legal aid <br />assistance to low income families in Colton and the Fifth Supervisorial District. <br />This letter is to request your consideration to utilize a portion of the County's 15 percent <br />allocation of CDBG funds for public service programs, and allow the City of Colton to <br />fund the Legal Aid Society, in their requested amount of $5,000. Upon your approval, <br />the City is prepared to allocate the requested amount from its CDBG Unprogrammed <br />Funds Account to the project. <br />Your consideration of this matter is appreciated. <br />Sincerely <br />Karl E.
