CITY OF COLTON
Interoffice Memorandum
ITO: HONORABLE MAYOR AND CIN COUNCIL
APPROVED:
FROM: JOHN HUTTON, PUBLIC WORKS DIRECTOR
t:
SUBJECT: INFORMATIONAL
MEMORIAL GARDEN
ADMINISTRATION
DATE:
APRIL 21, 1998
APR 211998
Gi Y JF- UOLTON
CITY MANAGER
REPORT REGARDING HERMOSA
CEMETERY FINANCIAL STATUS AND
Please find the following information per your request regarding, the Financial Status
for Hermosa Memorial Garden Cemetery, and the Administration Management. In
addition, the information regarding the purchase proposals submitted by the Loewen
Group Inc. and S.C.I. Management Corporation.
Beginning July 1997 with the current fiscal year budget, the Public Works Department
assumed operational and maintenance responsibility of Hermosa Cemetery from the
City Clerks Office. The Cemetery had been assigned to the City Clerks Office for the
previous nine years with the exception of a brief transfer to the Redevelopment Agency
in 1996; (see attached referenced documents).
Unfortunately along with the transfer of the operation and maintenance responsibilities
to Public Works, the operations deficit came along with it. As to the amount of that
deficit - it has been difficult to find documentation as to exactly what that amount is.
Also needed is documentation as to loans to the cemetery fund that were appropriated
by the City Council. The exception of those is attached and is amounting to what
appears to be $60,989.00
The good news is, that since the transfer to Public Works in July `97, it would appear
from the most recent financial revenue/expenditure reports (copies attached) that the
Cemetery operation has exceeded revenues over expenditures by 10%.
Regarding the proposal received from the Loewen Group Inc. (letter attached)
A complete proposal defining limits and terms was requested. However, it was never
received to present to the Cemetery Commission for review.
Item # 2
