I. OVERVIEW <br />A. Introduction <br />The City of Colton ("City") annually levies and collects special assessments in order to <br />maintain the improvements within the existing Landscape Maintenance District No. 1 <br />("District"). The District was formed and is levied annually pursuant to the Landscape <br />and Lighting Act of 1972, Part 2 of Division 15 of the California Streets and Highways <br />Code ("ire Act"). <br />The Annual Levy Report ("Report") describes the District, any new annexations, any <br />changes to the District, and the proposed assessments for Fiscal Year 1996/97. The <br />assessments are based on the historical and estimated cost to maintain the <br />improvements that provide a direct and special benefit to properties within the District <br />and Zones. The improvements within the District and the corresponding costs are <br />budgeted and assessed for each Zone separately, including all expenditures, deficits, <br />surpluses, revenues, and reserves. <br />The word "parcel," for the purposes of this Report, refers to an individual property <br />assigned its own Assessment Number by the San Bernardino County Assessor's Office. <br />The San Bernardino County Auditor/Controller uses Assessment Numbers and <br />specific Fund Numbers to identify on the tax roll, properties assessed for special <br />district benefit assessments. <br />Following consideration of all public comments at a noticed public hearing, and review <br />of the Final Report, the City Council may order amendments to the Report or <br />confirm the Report as submitted. Following final approval of the Report, and <br />confirmation of the assessments and any annexations, the Council may then order the <br />levy and collection of assessments for Fiscal Year 1996/97 pursuant to the Act. In such <br />case, the assessment information will be submitted to the County Auditor/Controller, <br />and included on the property tax roll for each parcel in Fiscal Year 1997/93. <br />B. General Description of the District and Services <br />The District provides maintenance, servicing and operation of landscaped and lighting <br />improvements and associated appurtenances located within the public right of -ways <br />and dedicated landscape easements, within the District. The District includes five (5) <br />distinct benefit zones ("Zones"). Each Zone has specific improvements and services <br />that provide a special and direct benefit to the parcels within the Zone. <br />1 <br />
