Therefore, we recommend that this claim be rejected to <br />commence the statute of limitations. <br />The reason for our recommendation is contained in the memorandum from Randy Rivera <br />dated April 7, 1998. Mr. Rivera indicates that on April 7, 1998 the City sidewalk tree was <br />removed and city crews dug down to the sewer lateral. After exposing the lateral, city <br />crews found no breaks or tree roots exposed. City crews removed about six feet of sewer <br />lateral and cleaned 75 feet to the house with an auger. Then the crews used the same <br />auger and cleaned to the main line.
