HUTTON, PUBLIC WORKS DIRECTOR <br />SUBJECT: RECOMMENDATION FOR AWARD OF CONTRACT TO LOWEST RESPONSIBLE <br />BIDDER FOR THE 1998-99 PAVEMENT REHABILITATION PROJECT <br />DATE: NOVEMBER 5, 1998 <br />BACKGROUND: <br />The Proposed Street Paving Program for Fiscal Year 1998/99 was presented to City Council April 21, <br />1998; expenditure approval was granted in the amount of $500,000.00: $450,000 (90%) to be utilized for <br />Street Rehabilitation and $50,000 (10%) to be utilized for Rubberized Crack Seal. <br />The Project consists of rehabilitation, via 2" Cold Plane & 2" AC Overlay, of 1,103,244 square feet of <br />existing streets, and Rubberized Crack Seal of approximately ten (10) miles of major streets. The Public <br />Works Department personnel based project location selections upon input from the State Mandated IMS <br />Program and a visual inspection. <br />Bid Opening for the City of Colton 1998-99 Pavement Rehabilitation Project was held on October 6, <br />1998; six Bid Proposals were submitted. Two Bid Proposals were rejected for non-compliance. The <br />remaining Bidders are listed in ranking order: <br />1. Matich Corporation <br />$5661664.40 <br />2. All American Asphalt <br />$5771294.84 <br />3. CDE Resources, Inc. <br />$5811415.60 <br />4. Hood Corporation Co. Inc <br />$591,573.84 <br />Upon review of the Bid Proposals submitted, Matich Corporation has been designated as the Lowest <br />Responsible Bidder with a Total Bid Amount of $566,664.40. <br />DISCUSSION/ANALYSIS: <br />The Engineer's Estimate for this project was $479,667.37 with a contingency of $20,332.63 for a total of <br />$500,000. All bids exceeded the Engineer's estimate, with a 5% spread between the high and low <br />bidder. The unit costs for this project reflect an average 18%-20% increase over the unit costs of last <br />year's Pavement Rehabilitation Project. The lowest responsible bidder's proposal is $66,664.40 over the <br />approved funding allocation. <br />FINANCIAL IMPACT: <br />All funds being utilized for this project are from Gas Tax, Measure I, and transportation funding sources. <br />No General Funds are being used. <br />RECOMMENDATION: <br />■ Staff recommends that City Council authorize the expenditure of an additional $66,664.40 from <br />Fund 218 Measure I transportation funds for this project. <br />■ Staff recommends that City Council award the 1998/99 Pavement Rehabilitation Project <br />construction contract in the amount of $566,664.40, to Matich Corporation of 1371 S.
