CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 17, 1998 <br />TO: HONORABLE MAYOR & CITY COU CIL <br />APPROVAL: HENRY T. GARCIA, CITY MANAGErV <br />FROM: DILU DE ALWIS, FINANCE ASSISTANT <br />SUBJECT: AWARD OF BID FOR REMOVAL AND CONSTRUCTION OF FUEL/OIL STORAGE TANKS FOR THE <br />CITY OF COLTON TO METRO ENVIRONMENTAL SERVICES, INC. IN THE AMOUNT OF $981000 <br />WITH A CONTINGENCY OF $1,550 FOR POSSIBLE ADDITIVE ITEMS. <br />DATE: NOVEMBER 10, 1998 <br />BACKGROUND <br />Federal and State regulations designate December 22, 1998 as the deadline to upgrade or remove underground storage <br />tanks. The City has five storage tanks that fall under this requirement. The Watwood Booster Pumping Station, Domecq <br />Reservoir Booster Pumping Station, Police Department, Fire Department (Station #1) and The Wastewater Reclamation <br />Plant all have a storage tank that needs to be removed. Watwood Booster Station, the Fire Department and the Wastewater <br />Reclamation Plant will be replacing their tanks with aboveground units. <br />DISCUSSION/ANALYSIS <br />On October 22 & 29, 1998, Purchasing advertised for sealed bids for the removal and construction of fuel/oil storage tanks. <br />Ten prospective bidders attended the pre-bid conference and job walk that was held on November 3, 1998. Bid opening was <br />held at 10:00 a.m., November 10, 1998. The following two bids were received and evaluated: <br />Base Bid Additives Total <br />Metro Environmental Services, Inc. $ 98,000. $1,550 $ 99,550. <br />Safety-Kleen (California), Inc. $121,753. $1,300 $123,053. <br />The base bid is for the removal of the old tanks and the installation of the new tanks. The additive amount is for additional <br />excavation, soil sampling, laboratory testing and shoring as may be required once the job is underway. <br />ALTERNATIVES <br />None <br />FINANCIAL IMPACT <br />The Water Division and Police Dept. have funds available in capital improvement account # 521-8100-8105-3890 and the <br />Fire Department has funds available in capital improvement account #100-6090-6091-3890. The Wastewater Treatment <br />Plant has funds available in plant operations and maintenance account #522-8200-8200-2255. <br />ENVIRONMENTAL IMPACT <br />Removal of these tanks is mandatory to protect the environment from damage due to possible leaks in these old single wall <br />tanks. <br />RECOMMENDATION <br />Staff recommends bid award for the removal and construction of fuel/oil tanks to the low bidder, Metro Environmental <br />Services, Inc. in the amount of $98,000 with a contingency of $1,550 for possible additive items. <br />Report prepared by Mary J.
