Zamor , Com unity Development Director <br />SUBJECT: First Reading of an Ordinance Adopting New Chapter 18.39 <br />Relating to Communication Towers and Communication Antennas <br />DATE: September 21, 1998 <br />BACKGROUND: <br />In response to several requests to allow the installation of wireless telecommunication towers <br />and antennas (monopoles) in the City, Community Development Staff sought to provide a <br />more efficient method to review and process monopole applications. The proposed <br />ordinance has been reviewed by legal counsel and the Planning Commission and is now <br />before Council for review and adoption. <br />DISCUSSION/ANALYSIS: <br />The goal of this proposed ordinance is not only to seek the most efficient means of <br />processing applications, but to also include protection of our City's residential areas and land <br />uses from the potential adverse impacts which towers and antennas may have. These are <br />addressed in the proposed ordinance under sub -title Purpose and Intent. <br />ALTERNATIVES: <br />The Council may choose not to adopt the proposed monopole ordinance. Staff and the <br />Planning Commission would continue to review monopole applications under the Conditional <br />Use Permit process, which is less efficient and more cumbersome. <br />FINANCIAL IMPACT: <br />None <br />David R.
