CITY OF COLTON <br />PERSONNEL SPECIALIST <br />DEFINITION: <br />Under the general supervision of the Personnel Director, performs a variety of paraprofessional, <br />and analytical work in an assigned personnel program area including recruitment and selection, <br />employee services and benefits; and performs other duties in support of the Personnel <br />Department. <br />DISTINGUISHING CHARACTERISTICS: <br />The Personnel Specialist is a paraprofessional level position responsible for providing a full array <br />of personnel duties and responsibilities in support of the City's personnel function. <br />ESSENTIAL FUNCTIONS: (include but are not limited to the following) <br />• Conduct a variety of recruitment activities; develop and implement recruitment plans including <br />multi -media advertisements and outreach activities; prepare job bulletins and recruitment <br />information. <br />• Develop selection procedures including written, oral and performance tests. <br />• Direct and participate in applicant screening, test development and administration. <br />• Notify applicants of status during the various phases of the recruitment/selection process. <br />• Analyze examination statistics to improve test quality and effectiveness; determine adverse <br />impacts and conform with equal employment and other regulations. <br />• Respond to inquiries regarding the recruitment and selection process. <br />• Explain City employment policies and procedures; conduct new employee orientations and <br />out -process procedures as necessary; prepare necessary documents. <br />• Explain employee benefits to City employees. <br />• Respond to requests for information and assistance from employees, elected officials, <br />management, outside agencies and the public about City programs and resources. <br />• Assist in administering employee benefits programs and activities. <br />• Participate in salary and benefits surveys. <br />• Interpret and assist in implementing personnel policies and procedures. <br />• Schedule and coordinate pre-employment physical and psychological examinations and <br />drug/alcohol screening. <br />• Maintain and process human resource reports and documents. <br />• Represent the City on unemployment insurance appeals conducted before hearing bodies. <br />• Conduct studies, investigations and surveys; analyze data; formulate conclusions and make <br />appropriate recommendations. <br />• Perform other related duties as required. <br />WORKING CONDITIONS: <br />Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, <br />bending, squatting, and stooping in the performance of daily activities. The position also requires <br />grasping, repetitive hand movement, and fine coordination in preparing reports using a computer <br />
