Garcia, City Manage <br />FROM: Patrick we, Chief of Police <br />SUBJECT: Approval of Resolution Expending COPS Funding <br />DATE: October 6, 1998 <br />BACKGROUND: <br />Assembly Bill 3229 provided funding for the Citizens Option for Public Safety (COPS) <br />Program. The City of Colton has received funds for front line law enforcement services <br />directed toward anti -gang and community crime prevention programs. <br />DISCUSSION/ANALYSIS: <br />The San Bernardino County Board of Supervisors has satisfied the requirements of Assembly <br />Bill 3229 and the State Controller has disbursed to the County and its cities their share of <br />available funds. The Colton Police Department has received $103,692. To meet the specific <br />requirements, the police department must supplement existing police services and direct action <br />to anti -gang and crime prevention programs. The funds will be expended on proactive <br />government based problem solving activities. The Bill also allows to supplement the <br />expenditure of funds for equipment directly to support police. <br />Community Based Policing Projects and Gang Suppression: <br />Funds will be provided to proactive community based projects, i.e., school activities, police - <br />neighborhood team programs and problem solving police responses. These will supplement <br />the anti -violence gang activities thus impacting gang and juvenile crime ranging from curfew <br />violations to robbery, drive-by shooting and neighborhood terrorism. <br />ALTERNATIVES <br />Other than accept funding and intensify problem solving police and community activities, the <br />only other alternative is to eliminate existing programs funded under previous grant awards. <br />Page 1 of 2 <br />cops4/rw <br />Item No. 13 <br />
